Representative Michael V. Nelson, Chair of the Local Government Division, called the seventeenth meeting to order at 4:31 P.M. on March 1, 2010, in Room 200 of the State Office Building.

Chair Nelson moved to reconsider HF 1395, as amended, after it was laid over on February 8, 2010
Chair Nelson moved approval of HF 1395, as amended, before the committee to pass and be re-referred to the State & Local Government Operations Reform, Technology & Elections Committee

The vote to table the bill was taken; Chair Nelson called for division
There were four in favor of tabling HF 1395, and five opposed to tabling HF 1395 as amended
Therefore the motion to table HF 1395, as amended, did not prevail.
Chair Nelson renewed his motion to pass HF 1395, as amended, and re-refer to the State & Local Government Operations Reform, Technology & Elections Committee
The motion prevailed
HF 2949 (Gardner): Treatment works allocation and interceptors reserved capacity costs provisions modified.
HF 2949 was pulled from the agenda.
HF 2811 (Koenen): Coyote conflict management option provided for counties. (Coyote County Bounty bill)

HF 3109 (Kalin): Local assessments for energy improvements by cities and counties permitted, and green revenue bonds authorized.
Representative Kalin moved approval of HF 3109 before the committee to pass and be re-referred to the State & Local Government Operations Reform, Technology & Elections Committee
Representative Kalin moved the
H3109DE1 amendment and incorporates the correction to the H3109DE1 amendment on Page 5, Line 2 to rather read, "216C.436"
Representative Kalin moves to amend HF 3109 the delete everything amendment H3109DE1 with an oral amendment:
Page 3, after Line 2, insert
"(9) require a petition by all owners of the qualifying real property requesting collection of repayments as a special assessment under section 429.101;"
Renumber the clauses
The oral amendment to the amendment was adopted
