JOBS AND ECONOMIC DEVELOPMENT FINANCE

MINUTES

Representative Gunter, Chair of the Jobs and Economic Development Finance Committee, called the meeting to order at 12:31 p.m. on May 3, 2011, in Room 10 of the State Office Building.

The Committee Legislative Assistant noted the roll.

A quorum was not present.

Representative Torkelson discussed HF1032.

A quorum was present at 12:35 p.m.

Representative Gunther moved HF 1032 (Torkelson)(Prevailing hours of labor requirements modified), to pass and be re-referred to Ways and Means Committee.

Testifying before committee in support of HF1032, on behalf of the Mn Utility Contractors Association was Deann Stish, on behalf of Sellin Brothers, Inc. was Mark Sellin, President and on behalf of Mathiowetz Construction was Julie Anderson.

Testifying before committee in opposition of HF1032, on behalf of the IBEW was Bill Heaney, Political Director, on behalf of the Teamsters Council 32 was Edward Reynoso, on behalf of the Mn Building Trades Council was Harry Melander, and on behalf of the Sheet Metal Workers, Local 10 was Pete Parris, Political Director.

Representative Gunther renewed his motion that HF1032 pass and be re-referred to Ways and Means Committee, THE MOTION PREVAILED.

Roll Call requested by Representative Mahoney on passing HF1032.

Voting in the affirmative were: Gunther, Kieffer, Leidiger, LeMieur, McFarlane, Murray, Sanders, Stensrud, Swedzinski.

Voting in the negative were: Clark, Dill, Howes, Mahoney, Melin, Mullery, Paymar, Scalze. THERE BEING 9 AYES AND 8 NAYES, THE MOTION DID NOT PREVAIL.

Representative Gunther moved HF1476 (Scott) (Prevailing wage provisions modified) to pass and be re-referred to the Ways and Means Committee. THE MOTION PREVAILED.

Representative Scott discussed HF1476.
Testifying before committee in support of HF 1476, on behalf of Steve Yaggy Specialized Trucking, Inc. was William Frank, General Manager, on behalf of the Mn Chamber of Commerce was Tom Hesse, on behalf of the Associated Builders and Contractors was Phil Raines, on behalf of the Northfield Construction was Former Representative Ray Cox, on behalf of Horizon Roofing was Kurt Scepaniak, on behalf of Breitbach Construction was Mark Meyer, on behalf of Schwickert Construction was Kent Schwickert, on behalf of Seaton, Revnew & Peters Law Firm was John Olson.

Testifying before committee in opposition to HF1476, on behalf of Mn State Building Trades Council was Harry Melander, on behalf of Management Guidance, Inc. was Dr. Lisa Jordan, on behalf of Management Guidance Inc. was John Nesse, Management Guidance, Inc., and on behalf of Local Teamsters 120, was Chari Wilson.

Testifying on behalf of the Legislative Auditor's Office was John Yunker.

Representative Howes made a motion to lay over HF1476 in committee.

Representative Howes withdrew his motion to lay over HF1476 in committee.

Testifying before committee on behalf of Mn Department of Labor and Industry was John Rajkowski.

Representative Gunther moved the H1476A3 amendment, THE MOTION PREVAILED.

Representative Melin moved to lay over HF1476 in committee, and requested a roll call vote on that motion.

Voting in the affirmative were: Clark, Dill, Howes, Mahoney, Melin, Mullery, Paymar, Scalze.

Voting in opposition were: Gunther, Kieffer, Leidiger, LeMieur, McFarlane, Murray, Sanders, Stensrud, Swedzinski. THERE BEING 9 NAYES AND 8 AYES THE MOTION DID NOT PREVAIL.

Representative Gunther renewed his motion that HF1476 pass and be re-referred to Ways and Means Committee without recommendation, with a roll call vote.

Voting in the affirmative were: Gunther, Kieffer, Leidiger, LeMieur, McFarlane, Murray, Sanders, Stensrud, Swedzinski.

Voting in opposition were: Clark, Dill, Howes, Mahoney, Melin, Mullery, Paymar, Scalze.

There being 9 ayes and 8 nayes, THE MOTION PREVAILED.


The meeting adjourned at 3:35 p.m.
