MINUTES
Representative Smith, Chair of the Judiciary Policy and Finance Committee, called the meeting to order at 8:20 A. M. on January 27, 2011, in Room 10 (Ground Floor) of the State Office Building.
The Committee Legislative Assistant noted the roll.

Representative Shimanski moved approval of the January 25, 2011 Judiciary Policy and Finance Committee minutes. THE MOTION PREVAILED.
Representative Shimanski moved to amend the January 18, 2011 Judiciary Policy and Finance Committee minutes. THE MOTION PREVAILED.
HF0001, First Engrossment (Fabian) Environmental permitting efficiency provided, and environmental review requirements modified.
Representative Mazorol moved HF0001 be recommended to pass and re-referred to the Committee on Ways and Means.
Representative Shimanski moved the
H0001A13 amendment. THE AMENDMENT WAS ADOPTED.
Representative Wardlow moved the
A11-0030 amendment.
Representative Wardlow moved to orally amend the A11-0030 amendment:
Line 1.12 strike "in preparing", insert "for support of" THE ORAL AMENDED WAS INCORPORATED.
Representative Wardlow renewed his motion to adopt amendment A11-0030, as amended. THE AMENDMENT, AS AMENDED, WAS ADOPTED.
Representative Fabian and Thaddeus R. Lightfoot presented HF0001, as amended.
Bobby King, Land Stewardship Project testified on HF0001, as amended.
Thom Petersen, Minnesota Farmers Union provided a letter on HF0001, as amended.
Judy Rehak, Fiscal note Coordinator explained the process for Preliminary Fiscal notes.
Representative Wardlow moved to orally amend HF0001:
Page 7, Line 20, strike "plaintiff", insert "petitioner"
THE AMENDMENT WAS ADOPTED.
Representative Mazorol renewed his motion that HF0001, as amended, be recommended to pass and re-referred to the Committee on Ways and Means.
Representative Johnson moved to amend the motion, and re-refer HF0001, as amended, to the Committee on Environment, Energy and Natural Resources Policy and Finance. THE AMENDMENT WAS NOT ADOPTED.
Representative Mazorol renewed his motion that HF0001, as amended, be recommended to pass and re-referred to the Committee on Ways and Means.
THE MOTION PREVAILED.
