Representative Holberg, Chair of the Ways and Means Committee, called the meeting to order at 8:00 A.M. on March 27, 2012, in Room 200 of the State Office Building.

The Committee Legislative Assistant noted the roll.

Representative Davids moved to approve the minutes from the committee meeting on March 19, 2012. THE MOTION PREVAILED.

HF2294 (Abeler): Health and human services omnibus bill.

Representative Abeler moved HF 2294 be recommended to pass and be placed on the General Register.

Representative Rukavina moved the A12-0857 Amendment.

Representative Abeler moved to orally amend the A12-0857 Amendment as follows:

After line 15, insert "Page 125, line 27, delete "$100,000" and insert "$64,000""

Representative Rukavina incorporated the oral amendment into the A12-0857 Amendment.

Representative Rukavina moved the A12-0857 Amendment, as amended. THE MOTION DID NOT PREVAIL.

Representative Rukavina called division. On a show of hands, THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Abeler renewed his motion that HF 2294, as amended, be recommended to pass and be placed on the General Register. THE MOTION PREVAILED.

SF2493 (Urdahl): Legacy bill; outdoor heritage fund, clean water fund, parks and trails fund, environment and natural resources trust fund appropriations and provisions modifications.

Representative Holberg moved SF 2493 be recommended to pass and be placed on the General Register.

HF2754 (Howes): State Capitol repair and restoration improvement funding provided, bonds issued, and money appropriated.

Representative Howes moved HF 2754 be recommended to pass and be placed on the General Register.

HF2622 (Howes): Capital improvement spending authorized to acquire and better public land and buildings and for other improvements, programs established, previous appropriations modified, Cook County authorized to form a district for construction of water facilities and provision of water service acquisitions of land or interests in land, bonds issued, and money appropriated.

Representative Howes moved HF 2622 be recommended to pass and be placed on the General Register.

HF2958 (Holberg): Federal funds spending requests consideration by the Legislative Advisory Commission required, and federal money spending authority without legislative review limited to emergency management purposes.

Representative Downey moved HF 2958 be laid on the table.
