Representative Marquart, Chair of the Committee on Education Finance, called the meeting to order at 8:15AM, March 26, 2014 in Room 10 of the State Office Building.

Representative Hertaus moved the minutes of March 25, 2014 be approved.

Chair Marquart moved HF3171 (Marquart) General education funding and policy modifications provided for early childhood, kindergarten through grade 12, and adult education, including general education, education excellence, special education, nutrition, and self-sufficiency and lifelong learning; forecast adjustments made; and money appropriated.
Chair Marquart moved the author’s
H3171A14-0977 amendment. THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.
House Researcher Tim Strom explained the author’s H3171A4 amendment.

Representative Slocum moved the
H3171A16 amendment. Members discussed the amendment. Representative Slocum accepted a technical amendment to the amendment to insert “July 1, 2015” on line 2.23 and strike “the day following final enactment.” THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.
Representative Brynaert moved the
H3171A17 amendment, presented information on the amendment, then withdrew the amendment.

H3171A14 amendment, presented information on the amendment, then withdrew the amendment.
Representative Morgan moved the
H3171A18 amendment. Members discussed the amendment. Daron Korte and Dr. Tom Melcher from the Minnesota Department of Education provided public testimony on the amendment. THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.
House Researcher Tim Strom described a district by district printout that shows the estimated revenue changes to school districts due to the increase in the basic formula allowance, increase in English Learner revenue and increase in School Readiness revenue. Mr. Strom also summarized a list of school districts that are expected to qualify for additional equity revenue beginning in fiscal year 2017.
Chair Marquart renewed his motion that, as amended, HF3171 be re-referred to the Committee on Taxes. THE MOTION PREVAILED.
