MINUTES

Representative Simon, Chair of Committee on Elections, called the meeting to order at 12:30pm March 4th in the Basement Hearing Room of the State Office Building.

The Committee Legislative Assistant noted the roll.

A quorum was present.

Rep. Halverson assumed Chair at 12:36pm.

HF2096 (Simon) Voter registration and absentee ballot application online submission provided.

Rep. Simon moved HF2096 to General Register.

Rep. Simon moves DE1 amendment. The motion prevailed.

Rep. Simon moved A6 amendment. The motion prevailed.

Rep. Simon moved A7 amendment. The motion prevailed.

Rep. Simon renewed motion that HF2096, as amended, be re-referred to General Register. The motion prevailed.

Rep. Simon assumed the Chair at 12:50pm.

HF2265 (Laine) Secretary of State authorized to obtain data from Public Safety Department, to share data, and money provided.

Rep. Laine moved that HF2265 be re-referred to Civil Law.

Rep. Laine moved A1 amendment. The motion prevailed.

Rep. Laine renewed motion that HF2265, as amended, be re-referred to Civil Law. The motion prevailed.

HF2166 (Laine) Electronic rosters in elections study provided, Secretary of State required to evaluate electronic rosters in 2014 election, electronic roster use authorized statewide, Secretary of State directed to adopt rules, and money appropriated.

Rep. Laine moves HF2166 be re-referred to State Government Finance.

Rep. Laine moved A1 amendment. The motion prevailed.

• Dr. Max Halperin, Professor of Computer Science at Gustavus Adolphus College and Member of the Electronic Roster Task Force
• Joe Manskey, Ramsey County Elections Manager
• Christina Tvedten, Elections Ramsey County Administrator

Rep. Simon makes oral amendment line 1.4 delete the word “directing the Secretary of State” and line 1.5 to “adopt rules”. The motion prevailed.

Rep. Laine renewed motion that HF2166, as amended, be re-referred to State Government Finance. The motion prevailed.

Rep. Bernardy moved approval of minutes from February 27, 2014 meeting. The motion prevailed.

The meeting was adjourned at 2:00pm.
