MINUTES

Representative Nelson, Chair of Committee on Government Operations, called the meeting to order at 10:04am on March 19, 2014 in Room 5 of the State Office Building.

The Committee Legislative Assistant noted the roll.

HF2852 (Dill) Game and fish laws modified, vehicle use for hunting provisions modified, oversight committee provisions modified, wildlife management area provisions modified, license provisions and fees modified, taking wild animal provisions modified, nonlethal hazing of Canada geese authorized, disability-related angling and hunting licenses and special permits modified, driver’s license, Minnesota identification card designations provided, obsolete language updated and eliminated, prior appropriations modified, general permit issuance required, and report required.

Representative Dill moved that HF2852 be recommended to be re-referred to the Committee on Environment, Natural Resources and Agriculture Finance.

Representative Dill renewed the motion that HF2852 be recommended to be re-referred to the Committee on Environment, Natural Resources and Agriculture Finance. THE MOTION PREVAILED.

HF2840 (Fritz) Rice County; real and personal property sale authorized

Chair Nelson moved that HF2840 be recommended to be placed on the General Register.

Chair Nelson moved to amend HF2840 (See attached H2840DE2 amendment). THE MOTION PREVAILED.

HF3081 (Clark) Culturally and linguistically accessible resource task force created for Asian-Pacific women and their children seeking independence from exploitative, abusive, and dangerous circumstances; and report required

Chair Nelson moved that HF3081 be recommended to be re-referred to the Committee on Health and Human Services Finance.

Chair Nelson moved to amend HF3081, as amended, as follows:

Page 1, line 1.10, after “taskforce”, insert “of 10 members”

THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Chair Nelson renewed the motion that HF3081, as amended, be recommended to be re-referred to the Committee on Health and Human Services Finance. THE MOTION PREVAILED.

HF2970 (Anzelc) Grand Rapids Central School Commission creation authorization repealed

Chair Nelson moved that HF2970 be recommended to be placed on the General Register. THE MOTION PREVAILED.

HF2762 (Uglem) Cosmetology Board Examiners changes made and exempt rulemaking authorized

Chair Nelson moved that HF2762 be recommended to be re-referred to Jobs and Economic Development Finance and Policy.

Chair Nelson moved to amend HF2762 (See attached H2762A1 amendment). THE MOTION PREVAILED.

Chair Nelson renewed the motion that HF2762, as amended, be recommended to be re-referred to the Committee on Jobs and Economic Development Finance and Policy. THE MOTION PREVAILED.

The gavel was passed to Vice Chair Freiberg at 11:12am.

HF3041 (Nelson) Revenue Department and state debt collection obsolete, redundant, and unnecessary laws removed

Chair Nelson moved that HF3041 be recommended to be re-referred to the Committee on Taxes.

Chair Nelson renewed the motion that HF3041 be recommended to be re-referred to the committee on Taxes. THE MOTION PREVAILED.

Chair Nelson moved that HF3043 be recommended to be placed on the General Register.
