MINUTES

Representative Liebling, Chair of the Committee on Health and Human Services Policy, called the meeting to order at 2:21 PM March 12, 2013 in Room 200 of the State Office Building.

The Committee Legislative Assistant noted the roll.

Representative Franson moved the minutes of March 8 be approved. Motion prevailed. Minutes approved.

At 2:22 PM Chair Moran assumed the gavel.

Representative Liebling moved that HF947 (Liebling) Minnesota sex offender program civil commitment law distinguished and clarified from other civil commitments, be recommended to pass and re-referred to the Judiciary Committee.

Representative Liebling moved that amendment A13-0199 be adopted. Motion prevailed. Amendment adopted.

The following individuals testified:

Representative Liebling renewed her motion that HF947 be recommended to pass as amended and re-referred to the Judiciary Committee. Motion prevailed.

Chair Liebling moved that HF573 (Ward) Public employees insurance program regulated, and school employer participation required, be recommended to pass and re-referred to the Government Operations Committee.

Representative Loeffler provided information on amendment H0573A8.

Representative Mack requested a division vote. The results were 9 AYES and 7 NAYS. The motion prevailed. Amendment adopted.

On line 1.4 before the word "Every" insert "If group insurance is offered by school district".

Representative Huntley provided information on HF1117 (Huntley) Chemical and mental health and human services licensing provisions modified, methadone treatment program standards established, and drug treatment provisions modified.

Representative Huntley moved that HF1117 be recommended to pass and re-referred to the Civil Law Committee.

Representative Huntley moved that amendment H1117A1 be adopted. Motion prevailed. Amendment adopted.

Representative Abeler moved that amendment H1114A1 be incorporated to amendment A13-0104. Motion prevailed. Amendment adopted.

Representative Abeler moved that amendment A13-0104 as amended be adopted. Motion prevailed. Amendment adopted.

Representative Abeler moved that amendment A13-0210 be adopted. Motion prevailed. Amendment adopted.
