MINUTES
Vice-Chair Bly called the thirteenth meeting of the Committee on Housing Finance and Policy to order at 12:34pm on 3/6/2013 in the Basement Hearing Room of the State Office Building.
The Committee Legislative Assistant noted the roll.

Representative Anderson moved that HF816 (Anderson) be recommended to pass.
Representative Anderson presented HF816 (Anderson). Janet's Law enacted, and radon testing required for all residential homes.

Representative Anderson moved to amend HF816. (See attached amendment
A13-0158). THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.
Vice-Chair Bly moved that HF816 be laid over.
Representative Fischer moved that the minutes of February 27, 2013 be approved. THE MOTION PREVAILED AND THE MINUTES WERE APPROVED.
Representative Isaacson moved that HF485 (Allen) be recommended to pass and re-referred to the Committee on Public Safety Finance and Policy.
Representative Allen presented HF485 (Allen). Director of child sex trafficking prevention established, sexually exploited youth provisions modified, grant programs established and amended relating to combating sexual exploitation of youth, related services and housing provided to victims, and money appropriated.

Representative Isaacson moved to amend HF485. (See attached amendment H0485A2). THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.
Representative Isaacson renewed the motion that HF485, be recommended to pass and be re-referred to the Committee on Public Safety Finance and Policy. THE MOTION PREVAILED.
Representative Metsa moved that HF829 (Allen) be recommended to pass and re-referred to the Committee on Civil Law.
Representative Allen presented HF829 (Allen). Eviction expungement motion, wrongful entry by landlord penalty and filing, and real property conveyance notice requirements changed; new emergency tenant remedy actions created; and section 8 eviction actions in foreclosed residential properties requirements repealed.

Representative Metsa renewed the motion that HF829, be recommended to pass and be re-referred to the Committee on Civil Law. THE MOTION PREVAILED.
HF536 (Davnie). Sellers in real estate sales for contracts for deed notice requirement, and civil action remedy for violations of the notice requirements for contracts for deed created.
Vice-Chair Bly moved to lay over HF536 (Davnie) for consideration at a later meeting. THE MOTION PREVAILED.
