MINUTES
Representative Carlson, Chair of the Ways and Means Committee, called the meeting to order at 7:05 P.M. on Wednesday, March 20, 2013, in Basement Hearing Room of the State Office Building.
The Committee Legislative Assistant noted the roll.

Rep. Kahn moved approval of the minutes of Monday, March 18, 2013. THE MOTION PREVAILED. THE MINUTES WERE APPROVED.
Rep. Wagenius moved that HF1113, First Engrossment be recommended to pass and be placed on the General Register.
Rep. Wagenius presented HF1113, First Engrossment (Wagenius) Environment and natural resources trust fund money appropriated, and requirements for land acquisition with trust fund money modified.
Rep. Wagenius moved to amend HF1113, First Engrossment. (See attached Amendment
H1113A9)
Susan Thornton, Director, Legislative-Citizen Commission on Minnesota Resources (LCCMR)
explained the proposed Amendment H1113A9.
THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.
Rep. Wagenius moved to amend HF1113, First Engrossment, as amended. (See attached Amendment
H1113A7). THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.
Rep. Kahn moved to amend HF1113, First Engrossment, as amended. (See attached Amendment
H1113A10).
Joe Martin, Executive Director of the Minnesota State Cattlemen's Association, responded to questions regarding the proposed Amendment H1113A10.
THE MOTION FAILED. THE AMENDMENT WAS NOT ADOPTED.
Rep. Wagenius renewed the motion that HF1113, First Engrossment, as amended, be recommended to pass and be placed on the General Register. THE MOTION PREVAILED.
Rep. Simon assumed chair at 7:34 P.M.
Rep. Carlson moved to adopt the
CS-RES04 resolution.
Rep. Carlson explained the CS-RES04 resolution.
A discussion followed regarding the CS-RES04 resolution.
Bill Marx, Fiscal Analyst, responded to questions regarding the CS-RES04 resolution.
Rep. Carlson renewed his motion to adopt the CS-RES04 resolution. THE MOTION PREVAILED.
