HEALTH FINANCE AND POLICY COMMITTEE

MINUTES

Representative Backer, Chair of the Health Finance and Policy Committee, called the meeting to order at 1:00PM, on ¬¬¬¬¬March 10, 2025, in Room 120 of the Capitol Building. A quorum was present.

The Committee Legislative Assistant noted the roll.

Representative Gillman moved the minutes of March 5, 2025 be approved. THE MOTION PREVAILED.

Vice Chair Nadeau assumed the gavel at 1:01PM.

HF696 (Backer) Rural EMS uncompensated care pool payment program established, and money appropriated.

Vice Chair Nadeau moved HF696 before the committee.

Chair Backer moved to adopt the A1 amendment. THE MOTION PREVAILED.

Testifiers:

John Fox, Director, Dodge Center Ambulance.

Vice Chair Nadeau laid over HF696.

The following individual offered a presentation on State Substance Use and Opioid Response:

Jeremy Drucker, Director, Office of Addiction and Recovery.

HF1379 (Baker) Use of nonopioid directives authorized, and immunity for certain acts or failures to act established.

Chair Backer moved HF1379 be rereferred to the Committee on Judiciary Finance and Civil Law.

Chair Backer moved to adopt the A1 amendment. THE MOTION PREVAILED.

Testifiers:

Alicia House, Executive Director, Steve Rummler HOPE Network;
Dave Renner, Director of Advocacy, Minnesota Medical Association.

Chair Backer renewed the motion that HF1379, as amended, be rereferred to the Committee on Judiciary Finance and Civil Law.

HF1429 (Liebling) Emergency medical services overdose data modified.

Representative Liebling moved HF1429 be rereferred to the Committee on Judiciary Finance and Civil Law.

Testifiers:

Dylan Ferguson, Director of Minnesota Office of EMS.

Representative Liebling renewed the motion that HF1429 be rereferred to the Committee on Judiciary Finance and Civil Law.
