MINUTES

Representative Aisha Gomez, Chair of the Taxes Committee, called the meeting to order at 10:15AM on March 20, 2025, in Room 120 of the State Capitol Building. A quorum was present.

Representative Joy moved the minutes from March 19, 2025 be approved. THE MOTION PREVAILED.
House Research presented an overview on Child Tax credit.
Testimony was taken on HF 2254, HF 2502, HF 2302, before the bills were presented to the committee.

HF 2254(Hanson. J) Income tax; baby bonus established within the Minnesota Child credit.
Representative Hanson moved HF 2254 before the committee.
Representative Hanson presented HF 2254.
Chair Gomez moved that HF 2254 be laid over for possible inclusion in a Taxes Omnibus bill.
HF 2502(Rehm) Individual income tax; child credit phaseout increased to eliminate the marriage penalty.
Chair Gomez moved HF 2502 before the committee.
Representative Rehm presented HF 2502.
Chair Gomez moved that HF 2502 be laid over for possible inclusion in a Tax Omnibus bill.

HF 2302(Norris) 18-year-old children allowed to qualify for Minnesota child credit.
Vice Chair Norris moved HF 2302 before the committee.
Vice Chair Norris presented on HF 2302.
Chair Gomez moved that HF 2302 be laid over for possible inclusion in a Tax Omnibus bill.

HF 2086(Wolgamott) Requirements for the senior citizen’s property tax deferral program modified.
Chair Gomez moved HF 2086 before the committee.
Representative Wolgamott presented HF 2086.

Chair Gomez moved that HF 2086 be laid over for possible inclusion in a Tax omnibus bill.

HF 2475(Tabke) Homestead credit refund co-pays reduced.
Chair Gomez moved HF 2475 before the committee.
Representative Tabke presented HF 2475.

HF 2315(Norris) Targeting additional property tax refund expanded.
Vice Chair Norris moved HF 2315 before the committee.
Vice Chair Norris moved the A1 amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.
Vice Chair Norris presented HF 2315, as amended.

Chair Gomez moved that HF 2315, as amended, be laid over for possible inclusion in a Tax omnibus bill.
