MINUTES

Representative Torkelson, Chair of the Ways and Means Committee, called the meeting to order at 8:15 AM on March 10th, 2025, in Room 120 of the Capitol. A quorum was present.

The Committee Legislative Assistant noted the roll.

Representative Gomez moved the minutes of March 3rd, 2025, be approved. THE MOTION PREVAILED.

HF25 (Zeleznikar) Women’s pregnancy centers and maternity homes grant program established, appropriations reduced, and money appropriated.

Chair Torkelson moved HF25 be re-referred to the General Register.

Chair Torkelson renewed the motion that HF25 be re-referred to the General Register. THE MOTION PREVAILED.

HF4 (Johnson, W.) Portion of projected budget surplus required to be returned to state taxpayers, and constitutional amendment proposed.

Chair Torkelson moved HF4 be re-referred to the General Register.

Chair Torkelson moved the HF0004DE2 amendment. THE AMENDMENT WAS ADOPTED.

Representative Torkelson renewed the motion that HF4, as amended, be re-referred to the General Register. Representative Robbins requested a roll call vote. The results were as follows:

The Committee convenes at 8:15 AM on March 10. The Committee has Room 120 available until Noon. Committee business may extend beyond 10:00 AM.

*MATERIALS SUBMISSION DEADLINE: There will not be public testimony in the Ways and Means Committee. Individuals wishing to submit letters, written testimony, or handouts for the hearing must email the committee administrator harry.kennedy@house.mn.gov and the committee legislative assistant allie.spellman@house.mn.gov by 12 p.m. (noon) the business day prior to the hearing (March 7, 2025). Handouts must be in PDF format with OCR capability. The Chair may waive the noon deadline for handouts, but handouts received after noon on the business day before the committee meeting might not be printed for committee members and the public.
