Representative Heintzeman Introduces Bill to Strengthen Penalties for Repeat Driving Without a Valid License Offenders

St. Paul – [02/27/25] – Representative Heintzeman has introduced new legislation aimed at enhancing penalties for individuals who repeatedly drive without a valid license in Minnesota. The bill strengthens consequences for those whose licenses have been suspended, revoked, or canceled and targets repeat offenders by introducing higher penalties for those with multiple violations, especially if their actions result in significant harm.

The bill (HF-341) also clarifies the sufficiency of notice for license suspensions or cancellations, ensuring drivers are held accountable for violations even if they fail to update their address. The bill also imposes gross misdemeanor charges for those who reoffend within 10 years or for those causing substantial bodily harm or death while driving without a valid license.

“Public safety is a priority, and this legislation holds repeat offenders accountable while providing clear procedures for prosecution,” said Representative Heintzeman. “We must ensure that dangerous drivers face stronger consequences to protect our communities.”

This bill is a result of years of hard work from victim’s families, Senators, and fellow House Members. The bill is now scheduled to be heard in the senate, marking an important step in the ongoing efforts to improve road safety and prevent tragedies like these from happening in the future.
